Do you send events for visitors who declined?
No, and this is the one place we will not build a configuration option. A conversion event for a visitor who denied ad consent is exactly the behavior this product was built to replace.
Are identifiers hashed?
Yes. Email and phone are normalized and SHA-256 hashed before they leave our infrastructure for any ad destination, per each platform's own matching specification.
Does this interact with Consent Mode?
It respects it. If ad_user_data or ad_personalization is denied, no ad-destination event is generated for that visitor, regardless of what other categories they granted.
